What I was trying to ask was, is the spacer between the magneto and engine a thermal spacer to prevent the magneto overheating. Or is it a shim to obtain the correct backlash on the magneto gear, and if it is a shim what is the correct way to obtain the correct backlash on the magneto gear.

No it has to be a steel spacer to have a good contact to the housing ( ground)

Yes it is necessary to regulate the backlash on the magneto gear.
You find the thickness of the shim on the top of the housing. But be aware of the fact that this was for the 1st magneto built in in the factory. May be the thickness of your shim has to be different.
